Additionally, he is a certified trainer for the Managing Innovation Programme from the Centre for Research in Innovation Management (Centrim, UK). An international consultant with over 20 years of experience in human capital development in Chile and other countries, he has consulted for the IDB, World Bank, ILO, and UNESCO on lifelong learning, vocational training, and labor markets.

At Fundación Chile, he led the design, pilot testing, and scaling of a labor competency system alongside 15 key Chilean business sectors and over 400 leading companies. He is a member of the American Society for Training & Development and the Society for Human Resource Management. Furthermore, he continuously participates in national and international seminars on entrepreneurship, technical training, higher education, innovation, and human capital.

He has more than 17 years of professional experience in corporate finance, innovation, and strategic development. He trained as a Civil Industrial Engineer at the Pontificia Universidad Católica de Chile, holds an MBA from the Universidad de Chile, and an MSc in Business Administration from the University of Rochester (USA).

Experience at Fundación Chile

Sebastián joined in 2018 as Business and Finance Manager, a role in which he has driven the digital transformation of internal processes, the ERP upgrade, the implementation of a financial management information system, and the redesign of the institution’s endowment investment strategy, strengthening its sustainability and financial predictability.

Since 2022, he has also served as ChileGlobal Ventures Manager, the Foundation’s entrepreneurship and venture capital area, where he has tripled the portfolio of supported startups. Key milestones of his management include: the formalization of the IDB subsidy and contribution to StartupLab01. The creation of the Green Hub debt fund pilot with IDB support. The Decarb-volution acceleration program for climate startups supported by Corfo, Climate-KIC, and the IDB. In addition, he has promoted Corporate Venture Capital initiatives in large companies.

His ability to manage risk and uncertainty has enabled strategic prioritization and scaling processes, consolidating ChileGlobal Ventures as a key player in impact investing in the region.

Sebastián says that what drives him to be part of the institution is its purpose: putting his capabilities at the service of a more sustainable and innovative country. “What drives me to stay here is the same thing that motivated me to join: taking on national challenges in a changing environment, where bringing together public, private, and multilateral sectors makes it possible to turn complex problems into opportunities.”

External Leadership and Recognitions

In his previous work experience, Sebastián built an international career at the BBVA Microfinance Foundation Group, with responsibilities in Madrid and Panama. He served as CFO at Microserfin, Panama’s leading financial institution, where he led financial planning and negotiations with multilateral organizations and international creditors. At the Madrid headquarters, he was responsible for Finance and Corporate Expansion, as well as Measurement and Strategic Development, creating impact control and evaluation tools recognized by the United Nations.

Before that, in Chile he was CFO of Fondo Esperanza, a leading microcredit institution. He began his career at Soprole and Metrogas, where he led new business and energy efficiency projects.

His main strength, as he acknowledges, is flexibility and rapid adaptation to complex challenges—an ability that has enabled him to lead transformation processes in dynamic and demanding contexts. Beyond the professional sphere, he enjoys family time, playing guitar, and football—activities that, in his view, balance his intense working life.

A specialist in public policy and human development, with an outstanding track record in education, institutional management, and strengthening public-impact initiatives. Throughout her career, she has combined experience in the public sector, civil society organizations, foundations, and higher education, driving projects aimed at improving people’s development opportunities and strengthening education systems.

Experience at Fundación Chile

Valentina Quiroga joined Fundación Chile in March 2023 as Human Development Manager. From this role, she has promoted initiatives focused on strengthening learning, developing capabilities, and bringing together public and private stakeholders to address key national challenges.

Among the milestones she highlights during her time at the institution are the launch of Sumar Saberes, a public-private partnership to improve learning through scaling effective initiatives; Tekna, a pilot to develop pedagogical skills in technical-vocational education teachers; and her appointment as a member of the National Council for Science, Technology, Knowledge and Innovation for Development (CTCI).

Her motivation to join Fundación Chile was shaped by the opportunity to become part of an institution with a recognized track record, ambitious impact goals, and a vocation for public service. Today, she especially highlights the opportunity to contribute to the country’s development by working closely with the public and private sectors, bringing together stakeholders and institutions around challenges linked to people’s development, their life projects, and their well-being.

Over these years, she identifies as one of her main contributions the mobilization of an agenda focused on scaling impact initiatives in areas such as foundational learning at school level, strengthening pedagogical skills in technical-vocational education, and developing digital skills in the population. Likewise, she has contributed to strengthening the portfolio’s impact perspective, improving the management and monitoring of initiatives, and fostering greater collaboration among the organization’s different areas.

“What motivates me most is strengthening the impact perspective in everything we do, our capacity to bring ecosystems together, and contributing to Chile moving toward more strategic approaches to the development of people’s pathways.”

Leadership and professional background

Before joining Fundación Chile, she served as Undersecretary of Education between 2014 and 2018, a period in which she supported the design and co-led the legislative process of the Education Reform, in addition to accompanying its first years of implementation.

She was also co-founder and head of education policy at Fundación Educación 2020; the first Executive Director of Fundación Espacio Público; Executive Director of Fundación Horizonte Ciudadano; and Director General of Institutional Analysis at the Universidad Tecnológica Metropolitana (UTEM).

Valentina identifies collaborative and inspiring leadership as one of her main strengths, a characteristic that has guided her work in building partnerships and developing initiatives aimed at public impact. In her free time, she enjoys walks in nature, reading, and dancing.

Since 2012, he has served as Legal & Compliance Director, and since 2017, he has also held the position of Secretary of the Board of Fundación Chile. He has over 25 years of experience in the legal and corporate fields.

Experience at Fundación Chile

Luis Hernán is a lawyer, and among the most important achievements in his performance at the organization, he proudly recognizes his participation in initiatives and policies aimed at strengthening corporate governance; in this regard, he highlights the implementation of the institution’s first Crime Prevention Model. As legal leader, he has been responsible for reviewing and drafting legal acts, as well as implementing modernization processes in the area, incorporating technological tools aligned with internal needs.

He has also participated in strategic innovation and entrepreneurship initiatives implemented by Fundación Chile, in addition to safeguarding relationships with its various stakeholders.

“What drives me to be at Fundación Chile is the connection with its institutional purpose, which seeks to contribute to the sustainable development of Chile. I believe that from my experience, I can contribute to the development of actions to address the country’s major challenges through innovation and collaboration with multiple stakeholders.”

External Leadership and Recognitions

Prior to joining Fundación Chile, he had an extensive career at Vicente Limitada Law Firm, where he advised banks, commercial, and service companies on contractual, civil, tax, and consumer rights matters. His experience includes specialized participation in defense lawsuits for retail and service companies.

Academically, he obtained a Master’s in Tax Management and Administration and a Diploma in Tax Management, both from Universidad Adolfo Ibáñez.

In his personal life, he dedicates his free time to sports: he has participated in international marathons, such as New York in 2002 and Berlin in 2018; and in sailing competitions, where he achieved first place in the Chiloé Regatta in 2024 and second place in the 2023-2024 IRC Cruisers National Championship.

A Civil Industrial Engineer from the Pontificia Universidad Católica de Chile, with a diploma in Foundation Management and Social Investment, and an associate of Women Board Up, she has a 16-year career at Fundación Chile, where she has driven innovation and sustainable development projects with global impact. She also works to promote internal talent under the principles of equity, inclusion, and diversity.

Experience at Fundación Chile

He joined in 2009 and has participated in the creation of emblematic initiatives such as ChileGlobal Ventures: the entrepreneurship and investment platform that has supported more than 4,000 startups and raised venture capital funds of more than US$30 million. He also highlights his performance in Expande: an open innovation program that has generated technology contracts of more than US$40 million in the mining industry. He also led the process of developing Fundación Chile’s 2022–2026 Strategic Guidelines, which set out the institution’s commitments to the country’s sustainable development.

In her previous roles, she worked in strategic planning, business and financial management, and applied innovation projects. This versatility has allowed her to drive everything from financial sustainability to the incubation of new strategic areas. Her hallmark, as she herself acknowledges, has always been to “seek to do something that supports this organization to grow and advance.”

External Leadership and Recognitions

Françoise Tirreau is a director of Aquapacífico, a corporation focused on diversifying aquaculture with a sustainable approach; she is also an associate of Women Board Up, an organization that promotes female leadership in more management and decision-making positions with the aim of building a more equitable and sustainable world.

She has been recognized with internal awards such as Conscious Change and Pioneer Spirit, and in 2025, she received the Santander Open Academy – W50 Award for Leadership Trajectory in Female Leadership. Outside her professional life, Françoise enjoys outdoor life and contact with nature, engaging in activities such as trekking, cycling, open water diving (licensed), and gardening.

His 25-year career, primarily associated with mining, combines management marked by innovation, strategic management, and technical knowledge, with strong leadership in forming international and multidisciplinary teams, aimed at generating a real impact on organizations. Philip has gained vast experience in consulting and management, always contributing to advancing cultures of innovation and the use of emerging technologies.

Experience at Fundación Chile

Philip is a psychologist, and in his first stage at Fundación Chile, which began in 2012, he led diverse work that, among other achievements, stood out for the implementation of the Chilean Engagement Index, in agreement with its creator Arnold Bakker; an initiative that in some way consolidated the development of the nascent area of business advisory, which materialized in Circular HR. In his current position, he also leads the mining area, working to bring open innovation to the sector, contributing to the formation of science and technology-based suppliers, along with advancing in improving processes, people, and organizations that generate impact.

Regarding his motivations for belonging to Fundación Chile, Philip explains: “Being here means having the freedom to design and test solutions that generate a real impact on the country’s industries. Fundación Chile has allowed me to combine innovation, technical knowledge, and teamwork to boost productivity, generating a positive impact on society that allows for advancing sustainable and fair economic development for our territories, impacting the quality of life of communities and individuals.”

External Leadership and Recognitions

Previously, Philip led teams to design solutions that optimized processes and organizational performance in projects for the mining, port, and passenger transport industries. All of this was carried out between 2004 and 2011 as Consulting Manager at Nith Consultores, where he directed the human capital advisory area.

His previous work experience was at the multinational company, now known as Ernst & Young (EY), leading the consulting area and managing high-impact teams and projects. His work focused on the design and implementation of human resources systems, remuneration strategies, and competency-based management, contributing to strengthening the structure and efficiency of the advised companies.

His postgraduate education includes a master’s degree and an MBA in human resources, completed at the Instituto Directivos de Empresas de Madrid in 2005. In addition, he holds a diploma in Consulting Skills from Universidad Alberto Hurtado in 2014. He has also dedicated himself to teaching, delivering master’s courses in People Management and Development Management at Universidad Alberto Hurtado, Universidad Diego Portales, and Universidad de Valparaíso.

Beyond his professional career, which began in 1993, Philip balances his personal life with outdoor activities such as playing soccer, and also dedicates part of his time to raising koi fish.

Economist and public policy expert with over 20 years of experience in energy, sustainability, and environmental management. He has led key institutions in Chile and Latin America, playing strategic roles in the public, private, and international organizations. His career combines executive management of multidisciplinary teams with the design and implementation of high-impact policies in energy transition, efficiency, and sustainability.

Since joining in 2023, he has led initiatives aimed at accelerating the transition towards more sustainable development, with a strong focus on clean energy, water resources, circular economy, and environmental remediation. He believes in collaborative work and the articulation of public and private entities for the design and implementation of projects that, with innovation and a long-term vision, respond to the country’s main environmental challenges.

Among the milestones under his management, Ignacio highlights the creation of the country’s first Basin Organization, the launch of Entorno+Circular and ConvergEN+ Energy and Positive Nature, and the rollout of a tailings dam monitoring platform—all pioneering initiatives to strengthen sustainable resource management and contribute to building a more decarbonized and climate-resilient future.

Here I can combine my experience in the public and private sectors to drive projects that transform environmental challenges into development opportunities for the country,” explains Ignacio.

External Leadership and Recognitions

He served as head of the Energy Efficiency Division of the Ministry of Energy, promoting the Energy Efficiency Law, the National Electromobility Strategy, and the National Firewood Policy, in addition to contributing to the creation of regulations for the electricity sector and financial instruments that promoted renewable energies.

Between 2018 and 2022, he was executive director of the Energy Sustainability Agency, where he led a team of over 100 professionals and a budget exceeding US$20 million, implementing programs such as Casa Solar, Mi Taxi Eléctrico, the Electromobility Accelerator, and the Green Hydrogen Accelerator.

Additionally, he was executive director of the Association of Latin American Electricity Distributors (ADELAT), which groups companies with over 70 million customers in five countries. From there, he promoted the new role of distributors in the energy transition and the exchange of best practices in the region. Since 2026, he has been President of ANESCO.

Internationally, he directed the Chile office of the Center for Clean Air Policy (CCAP), supporting various Latin American countries in developing climate change mitigation strategies in energy efficiency, renewable energies, and waste management.

His career began in the public sector, at Codelco Chile and the Ministry of Finance, where he participated in strategic policies such as the mining royalty and the modernization of state-owned companies.

He has complemented his training with international programs at the University of Cambridge (Business & Sustainability Programme) and Harvard University (Analysis and Management of Energy and Environmental Policies).

Concurrently, he has served as a professor at Universidad Adolfo Ibáñez, Pontificia Universidad Católica de Chile, the Ibero-American School of Latin American Electrical Regulation, and in international programs in Central America and the United States, contributing to the training of new generations in energy and sustainability. Ignacio uses his free time to play sports with his children, combining recreation and a healthy lifestyle.

She has worked at SOFOFA, at Canal 13, in various areas of the media outlet, notably the culture and sustainability area (13C) and as head of interactive content; among others.

Javiera has worked at Fundación Chile during different periods, accumulating over ten years at the organization. From the People area, she established FCh’s internal communications area and has been in charge of developing corporate and internal campaigns related to sustainability, innovation, anniversaries, among others.

In 2019, she returned to Fundación Chile’s Marketing and Communications area, where she has held various roles, providing strategic support to different FCh teams and initiatives, articulating with partners and stakeholders from the public and private sectors. She has participated in the implementation of cross-cutting strategic projects for the organization, such as impact reports, corporate transparency site, among others.
